Tomorrow, June 26, the California Senate Public Safety Committee is scheduled to consider AB 2382, legislation that will require businesses selling “precursor parts” to apply for a “vendor license” (unless they’re a licensed firearms dealer or ammunition vendor) for firearm parts sales and background checks on these purchasers. This bill is similar to the “ammo background checks” law that was passed a few years ago. Per AB 2382, “… commencing July 1, 2023, “firearm precursor part” means a component of a firearm that is generally necessary to build or assemble a firearm…” Additionally, anyone selling precursor parts would be required to record the buyer’s information, part information, etc., on each part sold. Such a bill will not only impact retailers with the tedious recording of certain information when these products are sold, but will also impact online orders, and shipments directly from manufacturers. All “precursor parts” would be required to go through a “precursor parts” vendor, and could not go directly to the customer. The bill includes the following as “precursor parts”: a firearm barrel; an ammunition feeding device, including, but not limited to, a magazine or speed loader; an unfinished receiver, including both a single part receiver and a multiple part receiver, such as a receiver in an AR-10- or AR-15-style firearm. An unfinished receiver includes a receiver tube, a molded or shaped polymer frame or receiver, a metallic casting, a metallic forging, and a receiver flat, such as a Kalashnikov-style weapons system, Kalashnikov-style receiver channel, or a Browning-style receiver side plate; finished upper receiver for a multiple part receiver system such as an AR-10- and AR-15-style firearm; an unfinished handgun frame; a finished slide to be used to enclose a handgun barrel; a trigger pack or fire control group for a Heckler and Koch- or FN FAL-style firearm. AB 2382 will do nothing to increase public safety, but will certainly burden law-abiding businesses.
